Campbell Responds To Dunn's Comments
 Salisbury City Council woman Debbie Campbell not only has an issue with Council President Mike Dunn's comments in Today's Daily Times article in which he said he won't run for re-election, she also has issue with the article itself.
The article said "Since Campbell's arrival, her policy and directional feuds with Dunn and other council members have been well documented." Campbell was the subject of getting the cold shoulder late last year, when she distributed a position paper to the media first before her colleagues.
Campbell contends that she has attempted to have open discussions in public meetings to address issues relating to fiscal oversight, public policy and conducting legislative actions in accordance with state code and the city charter. "I have followed Mr. Dunn’s ever-changing protocol to have items added to the agenda, to no avail," Campbell says. "My primary responsibility is to serve the citizens of the city in my legislative role. I have always been willing to be held accountable by my constituents for my position on issues and for my vote."
In dealing directly with Dunn's comments, Campbell questions his stipulation that he brought honor to the council chamber when she says that Dunn labels citizens as "The Dirty Dozen" or Councilman Gary Comegys, who is running for re-election, call citizens "cave people." The "Dirty Dozen" label came from Mayor Barrie Parsons Tilghman, who took issue with citizens who disagreed with her policies. Of the name calling, Campbell simply says that it's not professional and demeans the office.
Also at issue, Dunn's promise to Tilghman that the council would not challenge the administrations duties or responsibilities. Campbell contends that sometimes the administratoin should be challenged. One example she used in her email response is that of an upcoming agenda item, the formation of a Community Development Corporation, which she says is a forgone conclusion. This in spite of the cost to taxpayers and duplicate services that could be provided by the private sector. "Rather than presenting a concept to the council for approval and then moving forward if the council supports the proposal, the administration has authorized the city attorney’s office to draft by-laws." Campbell adds that the public should be outraged that the council is willing to abdicate its responsibility in this way. She also sites an audit from the last fiscal year that has not been addressed, nor completed.
Campbell says that Dunn and others are continuing to paint her as a one-issue candidate. She adds that she ran for office because she wanted the voice of the typical citizen to be heard over special interest. "I believe that my legislative actions as a council member have proven that I was interested in addressing a broad spectrum of issues that impact the fiscal well being of the city, public safety, quality of life, and openness in government."
Campbell, who is not up for re-election until 2009, encourages the public to become involved and decide for themselves. "I hope they will attend some meetings or watch on PAC 14."
